Mississauga: Canada held its latest Express Entry draw on November 23, 2022, issuing invitations to 4,750 candidates with a minimum Comprehensive Ranking System (CRS) score of 491. This draw is the third in a row to invite 4,750 candidates, consistent with the draw held on October 26 and November 9. There was also a decrease of three points in the minimum CRS, down from 494. Eligible candidates were invited from the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP), all of which operate under the Express Entry system.
All Express Entry program draws were put on hold for more than 18 months beginning in December 2020. Only those who qualified for the CEC or the Provincial Nominee Program (PNP) received invitations to apply throughout the hiatus (ITAs). Due to a backlog of applications brought on by the COVID-19-related travel restrictions, the drawings were put on hold. The IRCC also stopped holding lotteries for the CEC in September 2021. Overall, this latest draw represents another positive sign for immigration to Canada under Express Entry as scores have continuously dropped since the resumption of draws on July 6, 2022.
IRCC published the Immigration Levels Plan 2023–2025 on November 1. This sets goals for the number of immigrants who will be given permanent residence status and serves as the general framework for immigration programs across all business sectors. By the end of 2025, the 2023–2025 plan hopes to have welcomed 500,000 new permanent residents to Canada annually.
Additionally, this is the first draw after IRCC adopted the 2021 NOC, a revision of NOC 2016, the (National Occupation Classification) system that is used to determine the profession and skill level of Express Entry candidates. The new system categorizes occupations based on training, education, experience, and responsibility (TEER) involved. The new TEER system has revised NOC 2016’s skill levels 0-E and created an equivalent of five TEERS.
