Ontario, British Columbia, Manitoba and Saskatchewan issue invitations



Mississauga: British Columbia, Ontario, and Saskatchewan all issued invitations to potential nominees to apply for provincial nomination programs (PNPs) last week. PNP nominations can serve as a first step to obtaining permanent residence in Canada from Immigration, Refugees and Citizenship Canada (IRCC), as per agreement between Canada and participating provinces.


Recently, Immigration Refugee Citizenship Canada (IRCC) unveiled the Government of Canada’s Immigration Levels Plan for 2023-2025 resulting in a massive increase in the number of immigrants entering Canada, with an aim to welcome 465,000 new permanent residents in 2023, 485,000 in 2024 and 500,000 in 2025. This decision is aimed at addressing critical labor shortages across the country and a considerable number of these applicants are selected by the provinces through the PNP programs. In 2023, 105,500 of the 465,000 immigrants will be selected from the PNP programs, this number will increase to 110,000 in 2024 and 117,500 in 2025.


The above numbers for the PNP programs do not account for nominations to be issued by Quebec as their immigration programs are administered by the province and are distinct from Canada’s immigration programs.


Ontario


The OINP issued a total of 160 letters of interest to candidates from the Express Entry French-Speaking Skilled Worker stream on December 13, 2022. Candidates had to be in the pool with Comprehensive Ranking System (CRS) scores between 341 and 490. The draw represented candidates with work experience in specific NOCs.


To be eligible for a nomination for this stream, candidates must be in the pool for the Federal Skilled Worker Program or the Canadian Experience Class. They must be able to understand, read, write, and speak French at a level 7 or higher of the Canadian Language Benchmark (CLB). They must also be able to understand, read, write, and speak English at a level 6 or higher of the CLB.


In addition to the above draw, Ontario also issued 936 NOI to candidates with scores between 484-490 on the CRS under their targetted tech draw. Candidates with the below NOC codes were considered for this draw:


  • 21211 - Data Scientists

  • 21231 - Software engineers and designers

  • 21230 - Computer systems developers and programmers

  • 21232 - Software developers and programmers

  • 21234 - Web developers and programmers

  • 21233 - Web designers

  • 21223 - Database analysts and data administrators

  • 21311 - Computer engineers (except software engineers and designers

British Columbia


Canada's most western province i.e., British Columbia invited 212 candidates for provincial nomination on December 13. It issued 180 candidate invitations in a general draw that say invitations were extended to applicants with occupations in technology. Invitations were given to applicants in each of the Skilled Worker and International Graduate classifications and included Express Entry hopefuls.


Invitations were also issued to Entry Level and Semi-Skilled candidates. The SIRS score for the general draw ranged from 80 to 104. BCPNP also invited the below candidates last week:

  • 19 early childhood educators and assistants (NOC 4214) with scores of at least 60 points;

  • 13 healthcare workers from the Skilled Worker, International Graduate, including Express Entry category, with scores of at least 60 points and;

  • Other priority occupations with minimum scores of 60.


Saskatchewan


On December 15, 2016, Saskatchewan held its first draw in almost a month. The province invited 348 candidates under the Express Entry stream, and 285 under the Occupations-in-Demand stream of the Saskatchewan Immigrant Nominee Program (SINP), for a total of 633 invitations issued. Candidates from both categories were required to score 82. Two invitations were sent out Ukraine nationals with a score of 62.


Saskatchewan


Manitoba PNP invited 1,030 candidates under their Skilled Workers Overseas stream. To be considered for this program, applicants should meet a baseline of criteria specific to their program. Of the 1,030 applicants that received an Expression of Interest (EOI), 656 had profiles in the Express Entry system.
