Quebec is Canada’s second most populous province after Ontario and its largest city, Montreal, is one of the most diverse cities in the country. Montreal is a business and industrial centre and a hub for Canada’s growing IT and AI sectors. Under the 1991 Canada-Quebec Accord, the Government of Quebec is responsible for selecting economic immigrants to the province such as skilled workers and entrepreneurs. That selection process is managed by Quebec's Immigration Ministry, the ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI). Quebec operates a number of different immigration programs enabling eligible candidates to secure Canadian permanent residence.

Quebec's official language is French due to which some of Quebec’s immigration programs require proficiency or offer preference to individuals proficient in French. However, there are also pathways available for non-French speakers who wish to immigrate to the province.
